Message from the Chairman


With the worldwide conflict threatening oil supply and the continuing rise in oil prices, it is vital that the Philippines continue to develop its indigenous energy sources. In parallel there is growing support for the development of sustainable energy sources to protect the global environment and to reduce climate change.

In response to this challenge and to support the country’s ongoing economic development, the Philippines passed into law the Renewable Energy Act in 2008. The main objective of the Act is to accelerate the development of the country’s significant renewable energy resources. Furthermore, the Aquino administration is actively promoting public-private partnerships to fast track infrastructure projects, particularly those in the renewable energy sector.

In response to the government’s lead, PhilCarbon is focusing on the development of wind, geothermal and mini-hydro renewable energy sources and promoting energy efficiency.

To ensure effective implementation and operation of its projects PhilCarbon partners with foreign and other local companies to achieve the optimum blend of local and international experience.

Through its projects, PhilCarbon is contributing to enhanced Philippine energy security, supporting the country’s ongoing development and mitigating global climate change.

12MW Himamaylan Biomass Power Project

Barangay Su-Ay, Himamaylan City, Negros Occidental


Megawatt Clean Energy, Inc. (MCEI) in partnership with Mosser Environment Corporation (MEC) will build a biomass power plant with an installed capacity of 12MW using direct combustion boiler coupled with steam turbine technology, which will provide green, scalable, 24/7, base load power to the Negros Occidental Power Grid. MCEI will supply all of its generated power to the National Grid Power Corporation (NGCP) through the line of Negros Occidental Electric Cooperative (NOCECO), the distributor of southern Negros Occidental. Biomass Renewable Energy Operating Contract BREOC No. 2015-04-055 was issued by Department of Energy on April 29, 2015.


2.5MW Ormoc Biomass Power Project

Brgy. Sto. Nino, Ormoc City, Leyte


Megawatt Clean Energy, Inc. (MCEI) in partnership with rice mill owners and Leyte V Electric Cooperative (LEYECO V), will build a biomass power plant with an installed net capacity of 2.5 MW using gasification technology. The project will provide green, scalable, 24/7, additional base load power to the Leyte grid. MCEI will supply all of its generated power to LEYECO V, the distributor of Leyte Province. The Biomass Renewable Energy Operating Contract has been awarded by the Department of Energy on June 26, 2015.

25MW Silay Solar Farm Power Project

Brgy. Rizal, Silay City, Negros Occidental


The project is under the renewable energy portfolio of Megawatt Clean Energy, Inc. (MCEI). The total capacity of the solar ground-mounted power plant is 25MW. The power will be supplied directly to the National Grid Corporation of the Philippines through the 69kV Talisay-VMC transmission line. Solar Energy Service Contract (SESC No. 2015-04-225) was issued by the Department of Energy on April 29, 2015. To start construction by third quarter of 2015.


87MW La Carlota Solar Farm Power Project

Hacienda San Roque, Brgy. Cubay, La Carlota City, Negros Occidental


Another ground-mounted solar power project under the renewable energy portfolio of Megawatt Clean Energy, Inc. (MCEI) with a total capacity of 87MW. The power will be supplied directly to the National Grid Corporation of the Philippines through the 69kV Talisay-VMC transmission line. Solar Energy Service Contract SESC No. 2015-10-262 was issued by the Department of Energy to MCEI in October 2015.

33MW Bulalacao Wind Power Project

Bulalacao, Oriental Mindoro


Bulalacao is located in the southern tip of Oriental Mindoro endowed with natural resources ideal for tourism development. Oriental Mindoro is situated 140 kilometers south of Manila. Philcarbon applied for Wind Energy Service Contract (WESC) with the DOE to develop the 33.4 MW wind farm project in Bulalacao and was awarded WESC No. 2011-12-049.

50kW Micro Hydro Power Project

Pasonanca, Zamboanga City


Pasonanca Hydro is the source of electricity of potable water of the City of Zamboanga during the early 1950’s. It was built by the Americans in 1916. The old mini-hydro plant has a capacity of 500kw but ceased to operate in the early part of 1960s. Hydropower Service Contract No. 2010-02-066 was awarded by the Department of Energy for PhilCarbon to revive this mini-hydro power plant to help the city produce its own renewable source of energy and to also help address the power shortage in Mindanao. Confirmation of Commerciality was issued on March 24, 2014 by the Department of Energy (DOE).


2.5MW Manicahan River Hydroelectric Power Project

Barangay Lamisahan, Zamboanga City


The project is located under the political jurisdiction of Barangay Lamisahan, Zamboanga City. It has a design discharge of 2.15 m3/sec with an estimated gross head of 160 meters than can generate 2.5MW of power. Hydroelectric service contract HSC No. 2014-03-422 was awarded by the Department of Energy (DOE) in March 2014. Target construction of the project will start by 2nd Quarter of 2016.


600kW Magat F RIS Hydroelectric Power Project

Barangay Rizaluna, Cordon, Isabela


The proposed mini-hydro power project is located along the Main Diversion Canal of NIA-MARIIS situated in Barangay Rizaluna, Cordon, Isabela approximately 320 kilometers away from Metro Manila. It is within the franchise area of the Isabela I Electric Cooperative, Inc. (ISELCO I). It has an estimated total annual energy generation of 4.234 GWH.


On-going negotiation with the National Irrigation Administration (NIA) has been initiated by PhilCarbon for the Joint Venture Agreement with the latter. Hydroelectric Service Contract HSC No. 2014-12-537 was awarded by the Department of Energy (DOE) in December 22, 2014.
